I've had a few people (not sure if they were electricians or not) tell me that they made their own vapour barriers out of 6 mil poly, and either tuck tape or spray glue. This is for larger applications (pot light boxes and bathroom vent fans).

The attic is full of blown insulation and has a vapour barrier that rests again the drywall. The attic is a pain to get into (and is full of trusses) so had always avoided the recessed light talk with my wife-to-be because I know traditionally a recessed can would also need to have a large vapor boot installed to seal with the existing barrier.
